Kimberly Carlton joined the Start Up team in August 2004, and
served as Executive Director from November 2004 until the merger. She continues with the organization as Director of the East Palo Alto site,
bringing extensive experience in the nonprofit and
microenterprise sectors. A resident of the Russian Federation
for 8 years, Kimberly helped start St. Petersburg’s first
microenterprise development program, the Russian Initiative for
Self-Employment. She developed and implemented the curriculum
for business training and then managed the creation of an
industry-specific business incubator for apparel producers.
Under her leadership, the incubator trained over 1500
entrepreneurs leading to the creation of hundreds of new
businesses and jobs, launched its own successful start-up for-profit
venture, and achieved financial self-sustainability. Kimberly
earned her MBA from Stanford University Graduate School of
Business with a certificate in Public Management and
International Development, and holds her BA in International
Relations from Pomona College. She and her family have resided in East Palo Alto since 2002.

Oscar Dominguez

Oscar joined the Start Up team in April 2008 as Program Manager to expand both the scope and reach of the Renaissance office in East Palo Alto. Oscar moved to the Bay Area from El Paso, Texas, to attend Stanford University. After earning a Bachelor's Degree in Political Science, he worked various positions in customer service, operations, sales, and sales management in local businesses before deciding to pursue a Masters in Business Administration. Upon earning the advanced degree, Oscar became a business consultant for the Mission Economic Development Agency, assisting low- and moderate-income Spanish-speaking clients to launch and grow businesses. In his free time, Oscar has served as a mentor for severely emotionally disturbed children.
He is married, lives in San Bruno, and believes in "spreading the wealth" every day.

Luis Vizcardo
Program Coordinator

Luis Vizcardo is Start Up’s Program Manager. Originally
from Perú, he served as Professor of Computer Skills Development
at the Instituto Tecnologico in Lima. Luis holds a four-year
degree from the University of San Ignacio de Loyola as a
computer analyst and programmer. Luis is an involved resident
of the East Palo Alto community, and is a member of One East
Palo Alto. As Program Manager, he works toward outreach
goals of increasing community awareness and the participation
and enrollment of Start Up’s target populations of East Palo
Alto and East Menlo Park in the organization’s program. In 2003,
Luis graduated from the Promotor Education and Employment
Project (PEEP) at Cañada College. He holds a California Family
Development Credential, as well as a certificate in
Multi-cultural Community Health studies from El Concilio of San
Mateo County. Luis has worked with Start Up since March 1999.
